Kodowanie znaków nie zadeklarowane w dokumencie HTML

Mam plik, w którym dostaję bardzo dziwny błąd. Błąd jest:

The character encoding of the HTML document was not declared. 
The document will render with garbled text in some browser configurations if 
the document contains characters from outside the US-ASCII range. 
The character encoding of the page must to be declared in the document or 
in the transfer protocol.

plik, z którego pochodzi, jest (indexmws.php):

Jest to dokładny duplikat pliku, który nie rzuca błędu (index.php) z wyjątkiem dodania amazonPricingMWS.php i przekierowania na strony z mws.php w tytule:

czy ktoś może mi wyjaśnić, dlaczego otrzymuję ten błąd w indexmws.php?
