System.IO.FileNotFoundException: nie można załadować pliku lub zespołu „X” lub jednej z jego zależności podczas wdrażania aplikacji

Mam dziwny problem z wdrożeniem aplikacji, która odwołuje się do złożenia napisanego w zarządzanym c ++.

Stworzyłem zespół X, skompilowałem go i odwołałem do niego w pliku exe o nazwie Starter.

Starter.exe uruchamia się normalnie na lokalnej maszynie. Jednak kiedy kopiuję WSZYSTKIE treści folderu debugowania startera do wirtualnego urządzenia i próbuję go tam uruchomić, ulega on awarii z następującym wyjątkiem:

Unhandled Exception: System.IO.FileNotFoundException: Could not load file or 
assembly 'X' or one of its dependencies. The specified module could not be found.

Nie ma to dla mnie żadnego sensu, ponieważ X znajduje się w tym samym folderze co Starter.exe.

Co może powodować ten problem?

Sprawdziłem zależności w Reflector na maszynie docelowej i udało mi się znaleźć pliki dla wszystkich tych.

Zmieniłem również konfiguracje na x86 / win32 dla wszystkich projektów.
