System.IO.FileNotFoundException: Não foi possível carregar o arquivo ou o assembly 'X' ou uma de suas dependências ao implantar o aplicativo
Eu estou tendo um problema estranho com a implantação de um aplicativo, que faz referência a um assembly, escrito em c ++ gerenciado.
Eu criei um assembly X, compilado e referenciado em um arquivo exe, chamado Starter.
Starter.exe inicia normalmente no mashine local. No entanto, quando eu copio todo o conteúdo da pasta de depuração inicial para um mashine virtual e tento iniciá-lo lá, ele cai com a seguinte exceção:
Unhandled Exception: System.IO.FileNotFoundException: Could not load file or
assembly 'X' or one of its dependencies. The specified module could not be found.
Isso não faz sentido para mim, porque o X está na mesma pasta do Starter.exe.
O que poderia estar causando este problema?

Examinei as dependências no Reflector na máquina de destino e consegui encontrar arquivos para todas elas.
Eu também mudei as configurações para x86 / win32 para todos os projetos.
