A autorização para o Microsoft App ID xxx falhou com o código de status Proibido e a frase de razão 'Proibido'

Meu bot continua falhando na seguinte linha de código com o erro no bate-papo do Skype, WebChat e FB. Tentei inserir o ID do aplicativo e a senha do MS através das configurações do aplicativo e do web.config. Isso funciona bem no emulador sem erros. Quando executei a depuração remota, descobri que isso falha no Webchat, Skype e FB messenger nesta linha de código:

Meu bot é integrado ao SmartThings para que os acessórios inteligentes sejam ligados e desligados conforme o esperado, mas a resposta que deve ser retornada no bate-papo parece estar falhando. Eu tentei criar um novo aplicativo de serviço de bot, mas ele também falha.
