STATIC_URL no está funcionando en django

Estoy usando django 1.4 cuando intento usar {{STATIC_URL}} en una plantilla como

<img src="{{ STATIC_URL }}images/feature_image_multi-party_video-conferencing.jpg" alt="Hi!" />

pero las imágenes no se están cargando en la página html por favor ayúdame a hacer lo que estoy haciendo mal
