Por que o Console.Readline não está sendo executado conforme o esperado

Tenho o seguinte código abaixo para trabalhar. O problema que tenho aqui é que o código percorre o loop while sem esperar pela entrada na linhaString temp = Console.ReadLine (). Precisa de ajuda para entender por que e como corrigir, por favor. Desde já, obrigado
