Eu olhei para vários outros posts sobre isso e tentei as soluções sem sucesso.

Acabei de instalar os trilhos para que tudo esteja atualizado. Estou usando o seguinte: Windows 10, ruby versão 2.5.1, rails versão 5.2.0

também tentaram atualizar o gem SQLite com a atualização do pacote.
