Não é possível instalar o Nokogiri para Ruby no Windows

Eu sei que isso é simples, mas eu não consigo entender. Eu preciso executar um script em Ruby e requer Nokogiri. Eu tenho alguma experiência em outras linguagens, mas não em Ruby.

Aqui está o meu sistema:

Ruby 2.0.0-p195 (x64) é instalado @C: \ Programas \ RubyLanguage

O Ruby Development Kit (mingw64-64-4.7.2-20130224-1432) está instalado @C: \ Programas \ RubyDevKit

Quando eu corrogem install nokogiri Eu recebo este erro:

    ERROR:  Error installing nokogiri:
        The 'nokogiri' native gem requires installed build tools.

Bastante fácil. Então eu seguio link acima e fiz para o passo 3. No entanto, o passo 4 diz gerar "config.yml". Então eu fiz. Agora o arquivo é uma lista vazia com alguns comentários. Ainda não consigo instalar o Nokogiri por causa do erro acima e não consigo chegar a lugar nenhum com o DevKit. O que estou dizendo é que as etapas na instalação do Kit de Desenvolvimento não estão claras o suficiente para mim.

Atualizar agora diz que a instalação do Nokogiri falhou (o DevKit Works de acordo com a etapa 5: Instalando a documentação do json-1.8.0 1 gem installed)
