Tendo problemas com o PHPMailer

Há muitas perguntas semelhantes, mas nenhuma delas me ajudou.

Aqui está o meu script que é fornecido nas exálpias do phpmailer:

e aqui está o erro:

SMTP -> ERROR: Failed to connect to server: Connection timed out (110) 
SMTP Error: Could not connect to SMTP host.  

em muitas perguntas foi mencionado para permitirphp_openssl extenstion que está ativado no meu servidor. Estou usando o PHPmailer versão 5.1

Também não há problema com a minha porta de servidor 25 e simplesmail() função funciona bem
