Paypal IPN Simulator siempre devuelve NO VÁLIDO a pesar de que la devolución de datos es correcta

Estamos en el proceso de actualizar nuestra IPN para usar TLS y constantemente recibo información NO VÁLIDA al usar el Simulador de IPN

Justo cuando la solicitud llega al oyente, se registra. Justo antes de que los datos vuelvan a PayPal, se registran la URL y los datos. Esta información está abajo.

Parece que no hay nada malo con los datos. Incluso he usado diffmerge para identificar que no hay diferencias, excepto cmd = _notify-validate &

¿Es solo que elSimulador de IPN nunca vuelve válido?
