¿Cómo convertir o grabar un archivo .wav en 16khz 16bit mono little-endian?

Solo estoy implementando el reconocimiento de voz sphinx4 en java ... lo que necesito es cómo grabar sonido o convertir cualquier archivo de sonido .wave en un archivo 16 bit de 16 bits mono little endian.

Busqué mucho para esto ... pero no tengo una guía específica ... espero que alguien de la familia de desbordamiento de pila pueda ayudarme o darme una orientación adecuada al respecto. 1). Necesito simplemente grabar audio en Android con el formato de archivo 16kz 16bit mono little-endian en archivo wave o 2). Necesito convertir el archivo pregrabado con cualquier tasa de muestreo con el formato de 16 bits de 16 bit mono de 16 bits en Java.

Necesito implementar una de las características anteriores. Así que, ¿alguien puede ayudarme fr ... esto? Gracias de antemano
