¿Cómo usar Google Maps API v2 con API nivel 10?

De acuerdo a1 El código publicado allí puede usarse para Android API 12 o posterior. Probé el código en un emulador con nivel de API 10 (plataforma API de Google 2.3.3) y obtengo el siguiente error famoso:

E/AndroidRuntime( 429): java.lang.RuntimeException: Unable to start activity ComponentInfo{com.example..../com.example....MainActivity}: android.view.InflateException: Binary XML file line #7: Error inflating class fragment

Copio y pego mi archivo .xml a continuación.

Así que asumo que el elemento fragmento no es compatible ... (?). Probé el mismo código en un emulador con nivel de API 17 y recibí ese mensaje (que, como estoy leyendo, actualmente es un problema del emulador):

This app won't run unless you update Google Play Services.

No tengo un dispositivo real que tenga nivel 17 para probarlo, pero supongo que podría funcionar.

¿Tengo algún error en el código anterior específicamente para el nivel 10? ¿Cuál es el código actualmente compatible con Google para desarrollar mapas en un dispositivo Android con nivel de API 10?

ACTUALIZACIÓN 2: cambié el proyecto para construir el objetivo para android 10 (lo tenía para android 4.2). Así que ahora no veo el fallo de autorización). También pego mis accesos api de google.

No tengo habilitado el programa en mis propiedades del proyecto, es decir,:
