Ipython funktioniert in der Eingabeaufforderung, jedoch nicht im Browser

Ich benutze einen Windows 8 64-Bit-Laptop. Ich habe bereits Python 2.7 auf meinem PC. Also habe ich Ipython mit easy_install installiert. Ich kann jetzt eine ipython-Anwendungsdatei in C: \ Python27 \ Scripts sehen. Wenn ich diese Datei starte, öffnet sich mein cmd und ich kann Code schreiben. Aber wenn ich sageIpython notebook in der cmd unter dem gleichen Ordner öffnet es das Notebook in einem Browser nicht und gibt den folgenden Fehler -
