В комментариях Хольгер Крекел спросил, как называется родительский каталог. И оказывается, что я могу воспроизвести ошибку выше, только имея определенное имя родительского каталога (например, такое же имя, как у одного из установленных пакетов, например,distutils). Глянь сюда:
