função @isset () está retornando true mesmo quando o item não está definido

Aqui está o meu código. Por algum motivo, se eu enviar o formulário sem inserir senhas, ele ainda criará a entrada do banco de dados. Existem alguns comentários espalhados por todo o código, mas o código é bastante direto. Alguma ideia
