Estou tentando criar um instalador usando WiX que não mostra o contrato de licença no início. Mas recebo o erro como abaixo.

Este é o arquivo Product.wxs completo que tenho no momento. Compila e cria OK. Por que estou recebendo um erro como esse? Minha seção de fragmentos está no lugar certo? Eu removi os elementos Publicar referentes à licença e modifiquei o próximo botão da caixa de diálogo de boas-vindas para mostrar a caixa de diálogo do diretório de instalação em vez do contrato de licença. Isso é como mencionado no arquivo de ajuda chm. O que estou perdendo então?
