Gostaria de perguntar que tipo de credenciais devo usar para importar dados usando a classe BulkLoader do Google App Engine

appcfg.py upload_data --config_file=models.py --filename=listcountries.csv --kind=CMSCountry --url=http://localhost:8178/remote_api vit/

E então me pede credenciais:

Todas as tentativas de inserir o email e a senha resultam em "Falha na autenticação", portanto, não consegui importar os dados para o servidor de desenvolvimento.

Não creio que tenha algum problema com meus arquivos nem com meus modelos, pois carreguei com êxito os dados no aplicativo appspot.com.
Então, o que devo colocar em credenciais localhost?
Eu também tentei usarEclipse com Pydev mas eu ainda tenho a mesma mensagem :(
