JSF / Facelets: o arquivo CSS não está sendo reconhecido usando a tag <h: outputStylesheet>

Eu estou trabalhando em um projeto usando JSF / Facelets. Eu quero fazer algumas alterações CSS no meu View XHTML, mas nada acontece quando eu implantar meu aplicativo da web no meu servidor Tomcat. Eu tentei muitos truques, mas eu tenho o mesmo resultado.

Enfim, aqui está o meu "styles.css":

body { width: 750px; }

#header 
{
width:              100%;
font-size:          36px;
font-weight:        bold;
line-height:        48px;
background-color:   navy;
color:              white;
}

#footer
{
width:              100%;
font-weight:        bold;
background-color:   navy;
color:              white;
}

E este é o modelo principal "Template.html", incluindo "Header.html" e "Footer.html", onde eu coloquei o meu "styles.css" usando a tag:
