WSO2 ELB 2.1.1 não dimensionado automaticamente


Iniciei o servidor wso2 elb e ele não é dimensionado automaticamente e mostra o seguinte erro:

Quando executo o servidor, às vezes ele está dando o erro acima e não é dimensionado automaticamente. Qual é o erro? É necessária outra configuração?
