Função SQL muito lenta em comparação com a consulta sem wrapper de função

Eu tenho essa consulta do PostgreSQL 9.4 que roda muito rápido (~ 12ms):

Mas se eu incorporá-lo em uma função, a consulta é muito lenta em todos os dados, parece que está sendo executada em todos os registros, o que está faltando ?, tenho ~ 1 milhão de dados e quero simplificar minha camada de banco de dados armazenando as consultas grandes em funções e visualizações.
