Depois de configurar tudo o quedjango requer, eu tentei orunserver comando e eu peguei um erro:

UnicodeDecodeError: O codec 'utf-8' não pode decodificar o byte 0xcf na posição 8: byte de continuação inválido

Estou usando o Windows 7 x64, python 3.4 e django 1.6.2. O que esse erro significa?
