He creado un REST WCF en C # especificando WebGET y WebHttpBinding en web.config. El servicio funciona bien a través de IE. Mi wsdl comienza como a continuación y tiene jabón en wsdl. Como se trata de REST, no debería estar presente el jabón en wsdl.
