Usé la API de Azure ServiceBus para publicar en Service Bus. El protocolo sb no funciona detrás del firewall. Por lo tanto, establezco ServiceBusEnvironment.SystemConnectivity.Mode en ConnectivityMode.Http. Esto funcionó mientras estuve conectado directamente a internet.
