la barra de herramientas no aparece en dispositivos pre lollipop

La barra de herramientas no aparece en los dispositivos previos a la piruleta. Estoy usando el diseño del cajón con la barra de herramientas. La misma barra de herramientas funciona en otras actividades, pero no cuando se usa junto con el diseño del cajón.
