¿Por qué mi prueba booleana en Java siempre falla?

Estoy tratando de hacer una prueba booleana para que si una de las presiones de las llantas es inferior a 35 o superior a 45, el sistema genera una "inflación negativa".

En mi clase debo usar un booleano, que es lo que probé. Sin embargo, el valor booleano devuelto siempre es verdadero. No entiendo por qué.
