La aplicación se bloquea en el inicio: falta Microsoft.VisualBasic.PowerPacks

Escribí una aplicación VB.NET simple que funciona bien en la máquina de desarrollo.

Sin embargo, en otra máquina, a pesar de que .NET Framework está instalado, se bloquea al iniciarse con System.InvalidOperationException.

Parece que hay un problema con que encuentre los ensamblajes de Visual Basic.

Aquí está uno de los fallos (reemplazé la información confidencial con tres puntos):
