evitar el desplazamiento completo de la página iOS

Bajo Mobile Safari, es posible permitir una posición absolutadiv para desplazarse sin permitir que toda la página se mueva hacia arriba y hacia abajo cuando llega a los bordes (desplazamiento elástico)?
