Estoy intentando implementar un servicio web que se ejecuta en un sistema SAP PI. El WSDL que tengo se ve así:

Mi archivo PHP tiene este aspecto (nada más en él actualmente):

Cuando estoy ejecutando mi script, me aparece el siguiente error:

Fatal error: Uncaught SoapFault exception: [WSDL] SOAP-ERROR: Parsing WSDL: Unknown required WSDL extension 'http://schemas.xmlsoap.org/ws/2004/09/policy' in /srv/www/htdocs/wsdl.php:2 Stack trace: #0 /srv/www/htdocs/wsdl.php(2): SoapClient->SoapClient('test.wsdl') #1 {main} thrown in /srv/www/htdocs/wsdl.php on line 2

Intenté buscar el error en Google y StackOverflow, y también revisé los comentarios en php.net, pero parece que no puedo averiguar qué tendría que cambiar para poder ejecutar este Servicio. También intenté abrir la URL de la extensión WSDL, parece existir.

¿Puede alguien tirarme un hueso aquí? Intenté eliminar la URL de extensión, lo que resulta en el siguiente error:
