API de registro de Java que genera archivos de registro vacíos

Intenté seguir el tutorial sobre la API de registro de Java:

www.vogella.com/articles/Logging/article.html

Pero los archivos generados están vacíos (probados en Netbeans, Eclipse y ejecutando el archivo jar desde cmd). Los mensajes de registro se muestran solo en la consola.

Los siguientes son los archivos utilizados en el proyecto. ¿Cuál podría ser la razón de tal comportamiento?
