Уже используется новейшая версия Firebase и Google Play Services.

Не работает на устройствах в Firebase Test Lab. Но ~ 1% пользователей столкнулись с этой проблемой.

Это связано с отсутствием GMS Core? Если да, то как с этим справиться, не вызывая сбои на этих устройствах?
