После некоторого исследования я обнаружил, что вы можете добавить строку подключения во время публикации. Ну, я публиковал с одним и тем же профилем, поэтому я несколько раз удалял профиль, создавал новый и не снимал флажок, чтобы добавить строку подключения:

Как вы можете видеть, там есть соединение, но я специально не проверял "использовать эту строку соединения во время выполнения (обновить целевую веб-конфигурацию). Если я удаляю строку соединения, которая была добавлена, мой сайт работает отлично.

Я подумала, что, возможно, я делала что-то не так, но, проработав это сегодня вечером, думаю, это будет моей ошибкой. Я решил откатить весь свой код и посмотреть, смогу ли я воспроизвести проблему. Ранее на вкладке «Пакет / публикация в Интернете» в свойствах выбиралось «Включить всю базу данных, настроенную на вкладке Пакет / публикация SQL:». На вкладке «Пакет / публикация SQL» есть одна строка подключения, определенная в «записях базы данных», но он пуст. Если я оставляю все как есть и пытаюсь опубликовать все работает отлично. Если я удаляю строку подключения и заново добавляю ее, все снова запутывается. В диалоговом окне, которое вы видите выше, если раздел базы данных пуст, все работает правильно, когда Вы создаете профиль, но если у него есть поле строки удаленного подключения, то вещи не будут работать правильно
