Por que o analisador STAX acha que isso é válido XML 1.0, mas não 1.1?

No exemplo de código a seguir, eu uso o analisador STaX para analisar um pedaço de XML. Se eu executar o xml10 através dele, ele funcionará como esperado. A string xml11 (que é a mesma, exceto pela versão xml) - ela lança um NullPointerException. Estou executando isso em um Mac usando o JDK 1.6.
