Usando o Rijndael para criptografar / descriptografar arquivos

Preciso transferir arquivos xml e eles precisam ser criptografados. Eu encontrei alguns exemplos que acho que estou perto, mas quando descriptografo o arquivo, acabo com caracteres indesejados à direita. Existem alguns posts sobre isso, mas ainda não vi nenhum que ajude exatamente. Aqui está o código de criptografia e descriptografi
