Нашел проблему. В файле проекта MVC (MyProject.csproj) я установил в представлениях сборки значение true

<MvcBuildViews>true</MvcBuildViews>

Однажды положить обратно наfalse вышеуказанная ошибка исчезает. Я хотел бы иметь сборку представления, так как она останавливает много глупых ошибок кода представления и т. Д. И повышает производительность (страницы предварительно скомпилированы вместо jit)
